Technical Management

1.1 STATUTORY AND CLASS COMPLIANCE

  • Custom made development of operational, maintenance and safety processes (Safety Management System) in compliance with ISM Code.

  • Continued execution, monitoring and improvement of the Safety Management System.

  • Review and Correct application of regulations, plans and guidelines (SEGUMAR, SOLAS, MARPOL, CLASS).

  • Surveys Certification Coordination and Follow ups (Annual, Intermediate, Anniversary, Occasional).

  • Continued execution, monitoring of ship security processes (Ship Security Plan) in compliance with ISPS Code. 

  • Bureau Veritas Continuous Survey Machinery Program Application

1.2 OPERATIONS PERFORMANCE MONITORING

Monitor at anchorage and at sea the ship's operational performance and gauge it against:

  • Equipment Manufacturer's Standards

  • Ship's Structural Condition

 

Shipborne Personnel Basic Operational Standard Processes and Performance Requirements

  • Charter Assignment Operational Requirements

  • Set Budget

  • Stock Inventory

1.3 PLANNING AND EXECUTION OF PREVENTIVE OPERATIONAL SERVICE ROUTINES

Based on items 1.1. and 1.2. above; reducing the posibilities of likely ocurrences of corrective repairs and balancing vessel's needs within a budget, service entails:

 

  • Prioritizing on Critical Work Items

  • Timely balancing Class/Flag work items requirements.

  • Accurate Work Scopes Definitions

  • Responsibilities Definitions onboard and ashore for each work item

  • Defining activities for each work item and its time sequencing

  • Resources definition

Adequate Resources allotment planning (Inhouse vs. Subcontractor)

 

  • Managing Resources

  • Upkeeping of Monthly Activities Work Schedule

  • Coordinating Monthly Activities Work Schedule Execution 

  • Planning and Executing Quality/Safety assurance for each task

  • Identifying Risk and Risk Response Planning.

  • Cost assessement of each work item for budgeting purposes.

  • Reviewing service offers from contractors.

  • Evaluation of service providers.

1.4 FAILURE OCURRENCES ANALYSIS

  • Root cause analysis for hull/machinery failures(defects, incidents or human negligence).

  • Analysis on expert opinion/feedback from Class, Flag, Third Parties or Manufacturers as applicable.

1.5 ONBOARD VISITS

  • 1.5.1 MONTHLY ROUTINE VISITS

    • One (1) day free of service charge visit per month only if vessel happens to be at either Balboa, Rodman, Gatun, Cristobal, Manzanillo or Coco Solo, Rep. Of Panama.​

    • Routine (1) day visits not to be deducted from Special Projects/Additional Visits.

    • Single day monthly free service charge visits time will be within the range of three (3) to nine (9) hours. Any excess service time to be charged as ADDITIONAL VISIT (Item 1.5.3.c.).

  • 1.5.2 STATUTORY AND CLASS ANNUAL PLANNED VISITS

    • There are a total of four (4) annual visits; free of service charge only if vessel happens to be at either Balboa, Rodman, Gatun, Cristobal, Manzanillo or Coco Solo, Republic of Panama, in support of item 1.1. above for the purpose of:

      • Internal Audits

      • External Audits

      • Annual Safety Inspections

      • Initial, Annual, Anniversary or Intermediate Flag/Class Surveys when the vessel is afloat.

    • Each of the four (4) annual visits is a single day per visit. Any excess service time to be charged as ADDITIONAL VISIT (Item 1.5.3.c.). Day time will be within the range of three (3) to nine (9) hours.​​

  • 1.5.3 ADDITIONAL VISITS

    • ​Service charge to be up for a minimum of three (3)hours and a maximum of nine(9)hours onboard per day per single staff and it covers the following conditions:

      • Occasional Flag/Statutory Surveys while the vessel is afloat (Item 1.1.)

      • Insurance matters involving P&I, Hull & Machinery inspections/surveys but excluding any work scope that may fall into Special Projects, item 1.7.

      • Voyage Planning

      • Vessel Delivery (Charterparty)

      • Follow up on afloat isolated Hull & Machinery preventive can corrective items that may not fall into a "Special Project", Item 1.7.

      • Follow ups on Port State Control deficiencies corrections, that may not fall into a "Special Project", Item 1.7.

      • Follow ups on Panama Flag Annual Safety Inspection deficiencies corrections, that may not fall into a "Special Project", Item 1.7.

      • Follow ups on Internal/External Audits outcomes/remarks.

      • Follow ups on Statutory and Class inspection outcome compliance, that may not fall into a "Special Project", Item 1.7.

      • Updating of technical/operational files, manuals, plans onboard in line with items 1.1., 1.2 ,1.3., 1.4 and 1.7.

1.6 TRANSPORTATION

  • 1.6.1 Local Car Hire (Fidelity's own and its employees vehicles)

    • Single round trip from office (Panama City) vessel location at either Balboa or Rodman

    • ​Single round trip from office (Panama City) vessel location at Gatún, Cristóbal, Manzanillo or Coco Solo.
    • Daily rate - Panama City, Balboa, Rodman, Gatún, Cristóbal, Manzanillo or Coco Solo
    • Daily Rate - Remote Far East/West Country Side, Republic of Panama.

  • ​1.6.2 Remote Far East/West Country Side, Republic of Panama and Overseas
    • Transportation, Food & Lodging

1.7 SPECIAL PROJECTS

Special projects follows the planning process of item 1.3. Jobs/activities either afloat or in dry- dock, meeting the following criteria in subitems1,2 and either single or combination of sub- items 3.a., 3.b., 4.a., 4.b., 4.c., 4.d., 4.e., 4.f., 4.g., 4.h., 4.i., 4.j.​

  • 1.7.1 Involving subcontractors

  • 1.7.2 Time span of at least one week

  • 1.7.3 Equipment/Machinery

    • Preventive Maintenance Service on Equipment and Corrective Repairs on Equipment involving:

      • At least twelve (12) non critical equipment/machinery work items.

      • At least seven (7) critical equipment/machinery work items.​

  • 1.7.4 Structural/Space

    • Comprehends accommodation compartments, tanks, void spaces, trunks, decks and shell plating

      • Mayor Outfittings in at least six (6) accommodation compartments

      • Tank cleaning in at least five (5) tanks

      • Tank surface preparation and coating in at least five (5) tanks

      • Steel Gauging (Ultrasonic Thickness Measurements) involving the whole ship

    • Comprehends accommodation compartments, tanks, void spaces, trunks, decks and shell plating

      • Steel Renewals totalling at least two (2) metric tons.

      • Piping jobs totalling at least 40 metric linear meters.

      • Bilge Cleaning

      • Hull Shell Cleaning, Surface Preparation, Coating and Protection of bottom and sides

      • At least one (1) Full Deck surface preparation and coating.

      • Whole superstructure surface cleaning, surface preparation and coating.

1.8 THIRD PARTY DOCUMENT SUPPORT

  • In support of tasks of items 1.1., 1.2., 1.3 and 1.7. that requires the involvement / outsourcing of third parties approved technical organizations and of Flag/Class for the issuance of:

    • 1.8.1 Issuing And Or Updating Ship's Plans (Fee Over Service Cost)​

    • 1.8.2 Engineering Studies/Reports (Fee Over Service Cost)

    • 1.8.3 Survey Reports (Fee Over Service Cost)

    • 1.8.4 Processing Of Exemptions / Sepecial Authorizations With Panama Flag    Note: singlefeeper tramit.

    • 1.8.5 Endorsements of Log Books, Records and Publications by Panama Flag    Note: singlefeeper tramit.

1.9 PROCUREMENTS

Filing and processing of Approved purchase and service requisitions by third party contractors in line with items 1.3 and 1.7.

  • 1.9.1 Engagement of third party contractors for Service/Procurements Quotations
  • 1.9.2 Logistics attendance/delivery coordination of approved service provider
  • 1.9.3 Accounts upkeeping on services and procurements.
    • ​​To better assist the vessel manager with procurements acquisition and its logistics, Owners are to provide vessel managers with a monthly allotment (advanced funds) of USD.15,000.00. Any due balances will be accredited accordingly. Any necessities for additional funds to be reviewd and approved by Owners.​

1.10 ANNUAL REGISTER

  • Annual bond to be posted at the signing/annual renewal of technical management service agreement
